Axe CP 2.4 Questions

Hi

I have a brand new axe cp, 2.4 . But my question is when the heli is in the ground and i start giving it throttle and i try to turn the tail rotor stick to the left the heli does not do anything not even the motor turns to move the tail. When i turn it to the right or even slide the trim to the right it does turn the tail and the motor starts moving. Is this normal that only when in the air the tail does respond . I thought the tail should move either way in the ground when i turn the tail rotor stick. Are there any special setups for this heli?
