A lot of times this is due to assembling the grips upside down. If you switch in throttle hold and raise the throttle stick to max, the swash should move down and the leading edge of the blade should tilt upward.

I don't think the grips are up side down I only did one side so I made sure to check position but when it's sitting at the ready with hold on one blade sits flat the other one is edge up

The leading edge on the flat one moves up the other one flattens out?

The mixer arms and pushrods to the grip should form an S shape as in the band KISS
Short end of mixer arm should be on left and go to the flybar and longer end of mixer arm should be on the right and go to the swash.

Check your swash for separation... it will also cause the "no lift" condition...

Should blade grips be flat or level with one another with no throttle?

Depends on the pitch curve setup in the transmitter if you got a computer radio, I dont know about stock, but I think it should be similar. The mechanical setup says set blade pitch at 0 when the throttle is 50%. So this is where the grips might appear level (although you use the blade to check pitch). Any other throttle position they probably should not appear level.

Are you talking about the relation to each side of the grips on the feathering shaft or the orientation of the blade in relation to the grips?

It's in the relation to the flybar, which should be held horizontal. Blades should be perfectly stretched out as they are in flight while you're measuring the pitch. Oh, you'll need the pitch gauge, too.
