Being just a flat pattern it may even be done on a turret press if the dies are new.

I don't know about any stigma, but do know the machining industry a bit. You or I would try to find some scraps or whatever. But if you RFQ from somewhere you are buying at least half a sheet, even if you only use a few square inches.

As said before, the rest is in programming, tool set up (even if they are using standard carbide) 2 drills and probably2 end mills will need to be chucked up and offset.

Try to find a nesting tool and RFQ for that qty. Cut price may go up but at least you'll get your moneys worth out of the material.
