My question is if this servo is too big as a tail servo for my 360CFX, it says it should work for a 450 tail but I can't seem to get it fit dialed in, it either stops too hard and bounces back and starts wagging, or stops are too soft and the tail keeps turning

I don't have the 360CFX, but... I assume you are adjusting the gain and to get the different stop results? If so, are you getting that much difference by changing the gain setting by only 1 point?
How far is the ball from the center of the servo? If you are getting that much variation with just a click of gain, you probably have too much mechanical gain. The ball may be too far from the center of the servo.
