The manual doesn’t give the factory settings for the idle mixture . I had a similar problem.
Close the carburetor completely, close the idle mixture screw (turn clockwise) completely.
Open the mixture screw 2 turns, this will get the engine started and you can tune from there.
2.5 turns on the high speed valve should be ok, this engine like to run a little rich .

I was trying today...the engine doesnt make any bafff...nothing. I install new gasket under the head, new plug os no 8, clean the carb, fuel filter...I am insane about it...the plug was dry, there was no fuel I think. When I bung the muffler, the air pressure to the tank was so weak and the fuel doesnt make any, or minimal move in the tubes...I had everything checked and the tubes are floating...It seems like small compresion or what...? Its something that I can checked when I demount the motor...? I dont know what can I do...
