It's when you take DNA from a heli and grow another identical heli out of it. It's a very technical process usually performed by nerds in white labcoats in a sterile environment.

I guess what I'm asking is... are these clones legally licensed design copies from say a company like "Align" or are they illegally manufactured and distributed?

Had to make a little joke. I'm not sure if the clones are legally licensed or not. I have heard that in Hong Kong, the laws on designs and copyright are a little different than ours. Hope that sort of answers the question.

Let's just say that the Chinese take a product, reverse engineer it, create their own version of it, and sell it at a price that the competition can't even begin to touch, often times at the expense of quality. The Chinese government couldn't care less, and the companies whose intellectual property has been essentially stolen have absolutely no recourse on the world stage. I think that pretty much sums it up.
