Default Surging problem

So I bit the bullet and purchased am AMP motor conversion kit (rebranded tiger 2814's @700kv) for my f550 with wkm. I now have surging. It happens regardless of whether it's in manual, atti, or gps mode.
Not sure where to begin trouble shooting. Any ideas?

Default Woops!

Sorry-
f550 with wkm, iosd, gps, aeroxcraft landing gear/gimbal, gopro3 with 2x 4s 5000mah.
The IMU is completely isolated and mounted on moon gel. All wiring is secured.
The motors are balanced pretty well, and the props are perfet (dynamic/static via dubro balancer).

Double checked motors and changed to gemfan props, all good and balanced.
Was hovering about 5' up and it was surging then did the flip of death.
Broke a prop and bent the motor plate. Fixed it, put back the graupners. Going to try again tomorrow.
At this point I might give up on the motors and go back to stock.

What's the weight of the craft? Two 5000 4s batteries does sound like to much imho.

8 lbs. (3.63kg) with two batteries.
6 lbs. 13 oz. (3.09kg) with only one battery.

I'm also having a surging issue with my Naza-M V1 with the latest firmware 4.0 on it. If I recalibrate the compass, the surging will go away for a few flights, but then after that it will just start surging in no mater what mode I am in GPS Atti, Atti, manual. Oddly it only surges while the TBS Disco Pro is moving, If I stop moving...
it hovers fine and holds still without the surging.

It's driving me nutty... I'm thinking it's a firmware issue because I didn't have the issue until I upgraded two weeks ago.

It seems I'm only surging while hovering. It gets worse in gps mode. I see it in manual mode so that's what has me stumped.

In manual mode what stick position is hover? I am thinking that in GPS and ATTI she need overhead on throttle to control altitude. If this overhead is not there or close to max throttle you might see this type of behavior.

This might be a dumb question but you have tried messing with vertical gain adjustments? Any time you do add or remove weight to the craft, it does change things.

Almost the mark below the mid stick mark.
I think my gains were too much.

Had the same issue after upgrading to 4.0 with a new 5000 mAh 3S batt.
I reentered all values, did the Advanced Calibration and the NAZA dance and the problem went away.

Well it was the arms. They were flexing really bad while using the extension plates. Put the motors directly on the arms, and problem solved. Just have to drop from 11x5 to 10x5 props. Throttle is just a little above mid stick.
Looking at these arms:

and try these props:
