Yes they can pull 13 degrees in a climb out or more, but then it is easy to bog in high collective flying FFF, hurricanes, etc. I prefer setting it around 12 degrees.

That part is called collective management

If I set it to only 12 degrees then when I'm doing a full power climbout for 30 seconds so I can do a long auto back down it won't get as high.

During FFF I would pull the collective back a bit from full especially after the speed builds and if I'm going to pull back into a climb.
