Torque wrench and specs for small screws
I have been convinced for some time that a substantial number of fastner failures on the very small screws we use on helis are caused by over tightening. The spec charts on small fasteners vary somewhat, depending on lubrication, dry, material, etc., but in general, these small fasteners don't need a lot of torque. I just found browsing Amazon the following torque driver for gunsmithing. Reviews look pretty good and the price is reasonable. Compare to a single crash because your tail blade holder comes off due to breaking a 2mm bolt. The specs show adjustable range of 10 inch pounds to 65 inch pounds which does not quite reach down as low as a 2mm bolt requires, but some of the reviews say it will actually do 5 inch pounds which would be in spec. My argument is torque properly and let your loctite do its job. Second link is to a simple spec sheet for small fastener torque. To me $48.00 is pretty cheap insurance, and one tool could be shared among several buddies.

As a person that does all my own work on all of my cars I own a ft lb and inch lb torque wrench. I dont use the inch lb one to often, but its there when I do. I think for our application a little common sence is needed. When using a "nut driver" style allen wrench it can be very easy to crank the screw down. Tha same goes for when using an allen wrench with the long part in your hand. If use put the short end in your hand its much harder to crank it down. In the end its about common sence.

Among other trades, I have worked as a mechanic and instrument and control technician on many precision devices. With that experience, gained by use of a torque wrench, I know how easy it is to over tighten fasteners. My point is, most people haven't the benefit of ever using a torque wrench, so they don't really have any basis to know what a properly tightened fastner feels like. I have never used or really needed a torque wrench for my heli building, but it is because of my experience in doing so that I can feel the ball park range for a fastener. People who don't have that experience, don't know what "common sense" is. Not their fault, just fact. After using a torque wrench a few times, they will develop that feel.

I too think people over torque these screws. I have never broken or rounded off an Align screw and I use the hex keys that came with the kits. In fact I have avoided getting screwdriver like drivers because I think they would encourage me to apply more torque. I like the idea of a torque wrench. I imagine while the wrench you are talking about will do the increments below what it is rated for, I imagine it is just not calibrated for that range, so accuracy may be suspect.
