Question Tail servo/gyro?

've replaced the stock tail servo with a Corona DS-319MG(I know it came with some Turnigy cyclics) I'm using Copilotll so I turned the gain down(its running through the CPll) to 16%. It normally runs 38%(actual). Figured that would be enough to get in rate mode. Centered the servo and the servo rod. Seemed ok. Turned gain back up to 38% using the IR tuner of the CPii. Seems like gyro(Spartan Quark) is still in rate mode. Rotors don't return to center. Heli just spins. What am I missing?
Also did a rebind. No change.
