MCP X Voltage Question (all stock)

What voltage should I be reading at the main motor connector on the 3 in 1?

When I have my the throttle at near 0% I read 4.06v.
As I increase the throttle to 100% I read 3.62v. I don't know much of anything about electronics but this seems backwards to me.
The battery is currently reading 4.13v.

My main motor will not spin when connected to the main motor plug on the board. It works just fine when I connect it to the plug for the tail rotor. I even bought a new motor just to be sure.

Thanks for the link, I will give it a try. Hopefully that fixes it. I have two with the exact same problem.
