Electronic engine governing is a lot more sensitive to different parameters then a 'loosely' governs engine with a preset power setting (V-curve).
That being said, governors will get throne off by slow/irregular throttle response - most often a rich mid range will make it difficult to govern the engine. Futaba in the GV-1 manual goes to that amont of details about throttle response: The use of a tuned pipe type silencer may cause the engine throttle response to be substantially different from that with a normal muffler. Adjust the needle (and pipe length) so that engine speed changes are proportional to the throttle opening. If the engine speed does not change linearly, the governor will not perform satisfactorily with a muf- fler or a pipe that does not allow the carburetion to be linear. There are also a couple of parameters in the GV-1 hidden menu that can help - like GLmt - Look at this video - it talks about overspeeding Gas engines/GV-1 settings

To ensure that the sensor isn't faulty, have you used this sensor on another governor, or another sensor with this GV1? A bad sensor won't help!
