3gx wont reach max rudder/gyro gain

I have a 450 pro with 3gx updated to v5.0. I have been trying to set the gyro gain by finding the point where the tail hunts and backing down a few points. The problem is, even at 100% gain in my dx8, I do not have any hunting.

I have tested tail setup with a rate mode hover, I know the transmitter is on the correct channel because changes made in the tx impact the # on the software display, I can also toggle between HH and rate mode.

The interesting thing is that even at 100% gain in tx, the 3gx software setting display tab for rudder gain does not go higher than 58.

Any ideas?....thanks
