For practical purposes and in general Id have to say NO.You can roughly figure a 3550kv motor on 12volt is going to turn 40,000rpm and then some.Even with a good load on it I think 30,000 easily.I think I saw a thread somewhere of someone doing it but you would need a tiny prop like 3x3 or something like that.Like a ducted fan without the duct.
Thats my thinking on it.Maybe someone else has another idea.

Gear it and turn a big prop.... Kv is definitely too high to use that motor in a propped airplane unless it's geared and run on 2 cells. Ducted Fan use might be ok tho..

maybe as a pusher with a 4" prop, anything else ain't going to cut it. Motors are so cheap these days just get something more appropriate, I'm currently swapping my blown 2900kv motor plus 3:1 gearbox for a 1000kv unit for about £12
