Default Align ESC (RCE-BL35X) Governor mode how to ?

I think I must be missing some of the instructions ,all it says is when using governor mode throttle should be set at 75% to 85% .What the ?
I must be a moron because i don't get it . should I set my throttle at 85 ,85,85,85,85, or should I set at desired head speed around 90% 90% 90% 90% 90% and will it add the extra 10% automatically ? is there a special set up mode for governor ? someone please explain ,Im shore I must be missing something , please please ,When setting governor on my Quark 33amp esc its lets say hmm not that simple , shorely there must be a separate governor mode set up ?

All it says is that you need to set your throttle anywhere between 75 and 85%.

So in Idle up for example 85,85,85,85,85. Just make it flat.

The governor needs a little headroom to play with hence the reason why it doesn't work when you go above 85%.
