Default Brass spacer question

The brass spacer that supports the tail shaft, which sits in the tail box is loose and is sliding down the tail shaft providing no support.

What should I do to keep this in its spot in the tail box?

I used a tiny bit of JB weld on the tail shaft and brass spacer. I was careful not to get any on the tail box so the brass can spin. I then removed as much as possible with a toothpick so the tail slider move all the way to the end at the tail box.

Come on guys. Any more input into this. Is this normal? If not, how is yours held in place. I really don't want to be gluing things up. Mine slides on the shaft. It does seem to have an issue with binding the tail, but it doesn't seem to be a good thing sliding around.
