Just want to add that with further experimentation I found that if you heat the teflon tube to it's gel state (where it turns clear) it will conform itself to the strap and this will remove any irregularities which makes it work even better. As with teflon shrink tubing this should be done in a ventilated area.

The trick here is that the tubing when flattened must just barely fit the strap. It appears that the PTFE formulation in the plain teflon tubing is harder than the teflon shrink tubing and so makes a superior bearing surface. With the mouse tape and the teflon shrink tubing you can still feel some irregularities in the throttle friction but the plain tubing reduces the irregulatities to nothing or almost nothing.
