Default 2.4Ghz and 900Mhz backup - RX failsafe settings

Does anyone know the correct way to setup failsafe when using both 2.4Ghz and 900Mhz as a backup?

I have a REX7 with a RSAT900. Do I configure failsafe on the REX7 and the RSAT or just the REX7?

I don't want the failsafe on the RSAT900 to kick in if the REX7 is still alive on 2.4Ghz. Nor do I want the REX7 failsafe to kick in while the RSAT900 is working and sending the PPM signal to the REX7.

Failsafe should only kick in if both 2.4Ghz and 900Mhz are both down.
