So I've done some searching on this but never really found an answer.

When a pack is old, and even new - cell 1 always has a higher IR...

Does it have something to do with inrush current when the circuit is made?

Would a spark arrestor stop this from happening?

Is the high IR with a charger or a dedicated ESR meter?

I should of also asked for which charger as one make in particular does read wrong for cell 1 or 6 and makes packs look better than they actually are.

That's almost certainly a fault in your charger. Chargers arent that accurate, but why would there be coincidentally a discrepancy across all your batteries? Tool is at fault almost certainly.

Check the balance plug quality, on the charger and batteries, and if its fine, then just get a dedicated meter if you care about IR that much, which is actually a great tool TBH.

Also, I've seen worn out/damaged chargers that damage certain cells repeatedly due to other problems, and they charge the cell wrong, and then it would get more IR due to improper charging/conditioning.

I don't use IR on any chargers except my Ichargers, and even then I take it with a grain of salt. It's usually too variable, but useful to quick health checks on batteries.

The WG V2 meter is out now, highly recommend it. I want one myself.

I've had better results with alligator clips and repeatability than with those stupid JST-XH balance thingies. No positive interlock, poor quality silicone wire, ect....

On my ready made packs I see cell 1 wonky all the time. On parallel boards too ( there is that whole debate, that parallel boards make this happen) ...

I can reliably and repeatably see in-congruence. I can break the cells down and get repeatability reliably.
