Default does throttle MAX endpoint have any affect on spartan electric gov

okay, here is the setup:
- oxy3 running 6S, using spartan pico with egov turned on,
and using hobbywing brushless rpm sensor, and hobbywing 40A
esc, jeti DS16 TX... the throttle endpoints has been calibrated using
the TX throttle max first, TX throttle min second, style of prgramming.

- i had tried to test egov with blades off. flight modes and curves:
Normal, flat curve, val = 0
Hold, flat curve, val = 11%
idle1 = 85-60-85, rpm set to 2950
idle2 = 85-60-85, rpm set to 3280

my throttle travel is full from 0 to 100 in pico, and 100 to 100 in jeti.

-after connecting battery and allowing system to initialize, i put radio into
vortex menu, home screen which shows live rpm
- i switch to idle1 and it seriously over spins, past 3300
- switch to idle2, no change in the headspeed
- while the motor is overspeeding, i go into the vortex setup menu,
change the Throttle MAX endpoint down from 100 to 30 (lowest position), ...
and for some strange reason, the rpm values i had set
are respected by the pico and reflected in the live rpm display of the home screen. as
a curiousity, while the motor is still running, i go and tweet the max throttle endpoint live.
when i take it from 30 back to 100, the headspeed begins to over spin again.

question;

once i re-install blades, should i reset the throttle max endpoint back to 100%, before
performing the 1st flight ? or should i leave it at 30. its confusing because once the blades
are back on, this provides rotation resistance. because of the rotation resistance, i would
think that i must readjust the throttle max endpoint back to 100.

update, apr24, 2017.
i followed sutty's instructions and did my bench test and all is what it should be.
i then went to convert 3 small helis to jeti RX's, added brushless sensors to all 3, enabled and setup the e-gov vortex function, and tested all 3 outside. it all went well, just need to tweak the tail gains on 2 of the 3 helis.
it was a smooth conversion after taking the instructions from this posting, and re-reading some of the help menus from the spartan studio software. all in all, i like the jeti-spartan menu integration, its very quick to adjust parameters without using the datapod.

I can't quickly recall the detail of how to set the throttle ranges, but just follow the instructions, and you will be fine.

The reason for my reply is to explain why it isn't working without blades. There is a governor setting called min throttle. This now defaults to a much higher value than it used to do when it was in beta, or in its early days.

This value used to default to 15%, and largely speaking this allowed you to be able to test governor function on the bench without blades. If not you could lower it a little more still.

Now though, because people were having difficulties with overspeed recovery, because the governor throttle output would be way down at 15%, during an overspeed, and this meant it had a long way to climb back up after the overspeed, Angelos decided to up the min throttle percentage default to 40%, which improves this issue somewhat.

The problem with this, without blades, is that if the minimum throttle output is 40% this is way more than you need to achieve your full set headspeed, way more, so you overspeed.

Put everything else back to how you had it, and then for testing only, set the min throttle value to 15% or even lower, and your headspeed will probably be held as you expect it.
