Default blanace charing really slow charger or batteries?

I have a hitec x4 charger that works well for me I can charge all my different batteries at once for my morning flying. since I will charge a 2s 300 2s 450 and a 3s 850 it works well. but I notice some batteries take forever to finish balancing. they get close then they jump back and forth on that last little bit sometimes for 20 or 30 minutes without really adding anything back into the battery. I ahve two nano-tech 3s 850's that can really take awhile or sometimes the battery will balance fine sometimes take forever.
so is it the nature of these smaller chargers or the batteries. Most of my batteries are ultra pulse or hyperion

During the CV stage the voltage on older cells will drop never allowing the charge current to drop to the set termination current. Raising the cutoff current can help these cells. But if its the charger is already at C/10 it may be time to replace them. If the cells are still performing well, you can either raise the cutoff termination, or just pull them off the charger after they've been at 4.2v for a while.
