Is this broken in yet, or new ?

Start with the factory settings and go from there.

Here's the link to the manual for your engine.
Pages 23-26 explain the High, Medium and Idle adjustment and factory settings.

The HZ-R engines have a "three needle" carburetor.
They are "Idle", "Hover" (mid-range) and "Highspeed" (main).
Look at your manual for this engine's carb to see them.

The idle adjustment's slotted screw should line up vertically like it shows in the picture as the initial "factory" setting.
It should NEVER be turned more than 30° plus/minus from that vertical orientation (CW = lean / CCW=rich).

When the engine dies as soon as you remove the glowplug battery, it is most likely because the engine is too rich for the glowplug to stay hot after the glowplug battery is removed.
That could be due to the idle setting being too rich, the regulator being damaged and/or the carburetor barrel is not open enough.

If you have not destroyed the idle adjustment screw by turning it too far CCW / CW, then make sure it is properly oriented vertically. If it still dies, the turn it 2° or 3° CW and try again.

Also, open the carb barrel a little more.

Check that the regulator on the carb is not stuck open.
If you notice that fuel flows into the carb as you fill the tank, that most likely indicates the diaphragm on the regulator is damaged or the regulator is stuck open.
That will allow too much fuel to flow for low engine speed (idling).

The recommended factory settings for any engine are always going to be too rich.
The factory settings will allow the engine to start, but they will be so rich that the helicopter may not be able to fly. This prevents the user from burning up the engine in the first flight.

The "Main Needle" is the longer of the two needles
The "Hover Needle" is the shorter of the two needles

After the needles are set to the factory recommendations, never make large adjustments to any needle.
If you need to lean a needle, make adjustments that are "2 or 3 clicks" CW and fly it again.
The spring tab on the needle assembly presses against the serrated side of the needle. As the spring tab rides over one of the serrations on the needle, you will feel a "click".
Never make more than 2 or 3 clicks for any needle's adjustment

After you get a good idle setting, then you need to make a short flight to see if you need to adjust the main needle
After you get the main sorted, then you make minor changes to the Hover needle

The HZ-R has a nipple on the engine's backplate that connects using fuel tubing to the fuel tank's vent line.
There is also a 1-way check valve in-line on there too.

Check that the 1-way valve is oriented correctly.
Hold the 1-way check valve up to you lips and blow into one side.
If you cannot blow air through it, turn it around and try the other side.
The air should flow in one direction but not the other (1-way check valve).
The pressurized air flows from the engine into the tank. The orientation of the 1-way check valve inline on the tubing should allow the pressure to flow into the tank.

Check your fuel tank for any pressure leaks. The tank and all the fuel lines should be leak-free and hold pressure
