Could you please explain how to measure Torque with scales?
Is it applicable to heli motors?

Yes, applicable to heli-motors. To all motors.

power (watt) = torque (N·m) × angular_speed (rad/s)
torque = force (F) × lever_length (m)
angular_speed = 2π × rpm / 60 (rad/s)

The motor base can rotate freely. Don't let mass of stick and wiring have effect on measurement.
It's the same principle as the the Elektro Modell diy dynamometer (although an eddy current brake is better than a prop brake)
