YGE 120LVK first spool up high headspeed Gov store

I have a YGE LVK that is programmed in gov. store. I am using prog.card 3. It shows I am in Gov. Store. I "learned the throttle". Then I set it up for governor store, 18 timing, 10pwm, everything else is stock settings. Plugged a 6s pack at 4.0v per cell. Got the initialization, then the single beep to learn the gov. With blades off, I spooled up until I got the kick and eventually the yellow light went out. After this I spooled back down and put blades back on. Later that day, I went to go fly. First spool up went fine, with normal mode as my lowest head speed. IDup 1 and IDup 2 were fine. Finished flying gov. was holding great.

Put another pack in after awhile and went to go fly. The first spool up in normal was a higher head speed. Instead of the 1900 I had it set, it was more like 2200. ID would increase a bit, but not much. I hit throttle hold and let it spool down. Then throttle up again and everything is normal.

I have been having this issue as it seems like it's losing it's memory with the gov store. However it's currently in gov store and I have completed the sequence more times than I care to admit. Not sure why is spools with a higher head speed, then I hit throttle hold or bring the throttle back down and let the motor stop and then go back up and everything is fine. Its governing just fine and holding head speeds between the 3 different speeds, all the way through the flight.

Any ideas?
