Have you tried reducing the throttle trim on the tx until the motor stops spinning. Then turn everything off and back on again and see if it still does it.

have deactivated all trims on the tx on all my helis , all are FBL
but the stange thing this is just with the scorpion ESC , on the vid it was a 55A scorp that I had on a 450 airwolf , I thought there was something wrong with that ESC , then sold the airwolf bought 130A scorp as it work very nicely with vbar gov , so did the test the other day and was exactly as on the vid with the 55A ESC , tried other brand ESC but can't get it as on the vid , tried with DX7 , so I think its a DX8-scopion ESC issue

but if I power up the tx , trottle hold off , turn on the heli and then when the ESC is done initiating so switch the trottle hold , everything works as it should

You need to be able to reduce the throttle trim on the TX. That won't affect anything in your flybar unit. Just looks like the ESC is not seeing 0 throttle and the way to get it there is with trim or adjust the throttle endpoints. That is quite normal and I've had to do it with a DX6 & 8 and Scorpion Esc. I'll try it a bit later on my set-up and see if I can get it to do the same thing yours is.

just did another test with the trims activated and deactivated and everything seems to work fine and I was not drunk with the first test , don't get it , was my ESC on PMS , will be doing some more test later

Esc's are really funny creatures. They all do basically the same thing, but you can't infring on copyright laws, except for Chinese knock-offs.

A perfect example is:
For heli's, I'm a huge CC fan, but when it comes to multi-rotors, CC is a huge no-no. The best, actually, are the damn cheap HobbyWing! Why, you can get free software and re-flash the things to 400hz refresh rate. Works great and you can't argue with the cost or the results.

There are the top end dogs, like for large octo's with large motors, where you need a couple hunderd amps and such, and they are all-in one boardsto save room, always a broblem with multi's.
