Default Throttle curves and Governor mode

I'm looking for recommendations on throttle curves when using Governor mode on a ESC.

For the sake of this discussion......
After taching, it's determined that a governor setting of 95% provides the desired 3K head speed and using a 5 point throttle curve.

Now would the throttle curves basically go to a 100% across the board? Or would they be something like this.....
N: 0-75-90-100-100
I1: 100-95-90-95-100
I2: 100-100-95-100-100
