Default Scorpion 2221-6 Motor is bogging! Help!

I just got my 2221-6 installed on my heli, did the setup as follows:

PWM = 8kHz, timing for Hobbywing 60A Platinum = 15 deg, Governor mode = low, throttle is a flat line at 85% which puts estimated headspeed at 3300 or so (although it doesn't sound like it is quite getting there), +- 11 deg pitch, 25C 2200 mah zippy flightmax's.

I AM BOGGING THE MOTOR!???? Tail blows out a little and everything.
Battery was slightly warm after flight, ESC hotter than usual with my old align 430L that didn't use governor (still not very hot though).

What would cause the motor to bog?

I just got the motor second hand from someone on here and the leads were bad, and I chopped them, which means I had to try and remove the 'enamel' coating from the stupid leads in order to even get them in the bullets at all. Is it possible the bullets have bad connection and so motor isn't working right?? Cause this thing feels weak.

Is it the 'governor low' option that will make it suck? I read a different post and I think it might be...

Good to hear you worked it out. Just remember though, the 2221-6 is ridiculously powerful for a 3S setup and is a known battery killer. Those 25c packs won't last long unless your flying very tame. Get out there and crash

I can only do rolls, loops, inverted hover, half piro flips (in sim at least ) and pitch pumps.
I only fly them for 3 min or so, so hopefully they last ok through that.

I worried about this issue actually, but no $$ for new batts.

might try the gov on mid and see what it does
those 25c packs will heat up from the esc trying to keep up headspeed all the time
on my castle I run my gov at 27, its above mid but below high (have to use custom to do it)
