Default Another RCE-G600 Governor question

I am trying to set up my new Trex 600 3G with my DX8 transmitter. I have a question regarding the RCE-G600 governor. The yellow gain is plugged into the Aux2 channel of my Spektrum 7010 rx. The governor manual says that RED LED on the Gov means governor is off, and GREEN is ON.

On the Governor menu of the DX8, the GREEN (ON) light on the gov stays on - even with the DX8 governor value set on 0%. It only goes RED (OFF) on -2.0%. So does this mean that on 0% the gov is still on an trying to spin the blades a ridiculously low RPM?

Also, when in Normal (Hover) mode, should one completely disable the governor? Because if you have it set on a specific head speed, how are you going to land wile the governor is trying to keep the head speed up? Or am I missing something here? (I have never used a governor before)
