For people who are really curious about how governors, limiters, Rate Gyros, HH Gyros, and VSTABI systems really work, start here: http://en.wikipedia.org/wiki/PID_controller and/or read articles found via other Google searches for "PID Controller".

While reading, think about a Rate Gyro vs. a HH Gyro. Which one is a P or PI or PID controller? Where does wag come from as you up gain?

There are even a couple of cute Java based simulators out there where you can play with the various feedback settings and see how/why oscillation (wag) happens.

With these two questions in mind, read the article. When the article "clicks" in your head to make those questions obvious... then you are much of the way to understanding governors and similar. Governors do a conceptually similar thing as tail gyros, only with a much more slowly responding system (slower because of engine response and rotor inertia). Anyway, if you REALLY want to know... reading at least some of the theory is worthwhile.
