Default Failsafe setup

Hello to all,
With the opportunity of a second rig build, I got a little deeper into the failsafe setup. Until now I used to setup the failsafe condition from betaflight and that's would be all. I don't have any major complains, as 2-3 times that I lost signal, the quad reacted "not in a dangerous way", without been 100% sure that it followed the "correct actions".
Now, I also observe that a lot of people pay attention on failsafe of TX/RX, which gives me a big question. Do failsafe settings have to be set, and on TX and on RX and on FC (betaflight)? And if it should be this way, which of them is responsible and superior to act, in a possible communication failure.
