Default 450 XL CCPM Headspeed

Hi everyone, this is fresh post for me so I hope someone can help me out a little. I have the stock 420LF motor on the heli with a 14 tooth pinion. I am looking to setup the govener mode on the CC 35 ESC but wanted to know what type of headspeed I should be looking for at zero pitch? .
Someone told me that I need to go back to the 13 tooth pinion for this motor because it is not as powerful as the newer motors out there. If this is true then can anyone also give me an idea of what head speed this gearing should produce?

Assuming:
3s Lipo
3200KV Rating of the 420LF
150T Main Gear
85% Drag

Calculated headspeed
14T Pinion = 2818rpm
13T Pinion = 2617rpm
12T Pinion = 2415rpm
11T Pinion = 2214rpm
